Short Description:
Technical Project Manager Mobile and Routing The primary purpose of this position is to lead the efforts of DC GIS to improve support of DC Agencies in the areas of mobile computing and routing.

Technical Project Manager Mobile and Routing
The primary purpose of this position is to lead the efforts of DC GIS to improve support of DC Agencies in the areas of mobile computing and routing.

Primary responsibilities:
•Gather and document mobile computing and routing requirements from DC agencies
•Assess current DC GIS and industry leading Routing software, including at a minimum:
oRouteSmart
oArcServer Network Extension
oCloud services such as Google Maps
•Asses current DC GIS and industry software for mobile GIS, including at a minimum:
oFreelance Mobile
oArcGIS Mobile
oCloud services including Google Maps
•Assess current DC GIS routing networks and related data sets and produce a plan to support mutli-modal routing
•Prepare material to explain DC GIS Mobile and Routing options to agencies.
•Create a detailed project plan for DC GIS mobile computing and routing.
•Assist FTEs is creating scopes-of-work for necessary software acquisitions or data conversion tasks needed to implement mobile computing and routing plans.
•Coordinate with other technicians and analysts in various data development, update, and project work to support mobile computing and routing initiatives.
•Complete special requests for various Agencies by utilizing existing data, analyzing results, and producing reports, maps, and supporting documentation.
•Perform other duties as assigned.

Essential skills:
•Bachelor’s degree in a relevant field such as computer science, geography or planning.
•At least eight years of relevant professional experience.
•Expertise/experience in information technology project management including gathering and tracking requirements, producing project plans, communicating with stakeholders
•Expertise/experience in applying routing technology and mobile geospatial technology to business problems
•Expertise/experience using ESRI GIS software products including Arc Server and extension components
•Expertise/experience using applicable software, such as RouteSmart or GPS technology, for routing and mobile geospatial business solutions
•Knowledge of principles, practices, and methods related to GIS.
•Experience working in or with state and local governments.
•Ability to work independently and as part of a team, as well as communicate effectively both orally and in writing.
